How about low vat for a certain capacity ? Like lets say a normal family of 4 uses 1 kw ( im just using random number idk actuall usage) a day. Everything below this amount has 6% vat everything above has 21%.
This will encourage people to stay under that amount and big users like people with a heated swimming pool or a bitcoin farm will still be paying more. Seems fair to me. Numbers ofc need to be revised etc.
