Meanwhile, they don’t give a SHIT about the Russian people themselves, as their lives slowly deteriorate from political neglect, grift and ineptitude. Sad.

Why they are not calling a plumber?
I saw an excellent youtube video today on why this is happening. The reasons:
1) Money. Besides the war siphoning off billions that would have otherwise gone to improve or repair these antique, worn out utilities, the government has ordered a number of russian cities and areas to give a big percentage of their own annual utilities budgets (and repair materials) to devastated cities and towns in occupied Ukraine, like Mariupol for example, to start to repair the destroyed utilities and services in those places. So there’s not been much funding to keep the old soviet utilities from falling apart. Factor in corruption on a large scale too, of course.
2) Manpower. Large numbers of russian utilities and maintenance workers have been conscripted to go to Ukraine, either to fight, or to work on rebuilding the destroyed utilities in the occupied cities there.
3) Availability of parts. There have been some modern utilities and power generation facilities built in russia in recent times, but they were almost entirely built by, and with parts and technology from, western companies. Ones who now will not provide them with spare parts or other support due to the sanctions. Russia does not have any real equivalent to those companies.
