   A fire broke out at the Shakhtinsky Polyester Plant in the city of Shakhty in Russia’s Rostov region.

   Rostov Governor Vasily Golubev said that there was an explosion at the plant before the fire. He also stated that information about a drone attack was “not confirmed.” “According to the military, air defense systems weren’t in operation at that time,” Golubev said.

15. Is a polyester plant normally under constant manual surveillance like this? It doesn’t seem like a routine cctv angle, but rather someone actively filming it. And I believe the report said a fire broke out after the explosion. So… Why was it being filmed, other than to record a deliberate act?
