This article is lacking a fair bit of additional information that was included in other publications… it sounds like the watch was actually being brought into Germany by Arnold for a charity auction.
Someone on Arnie’s team screwed up here by not looking into the tax implications of having him personally travel with it.
They should have couriered it with the appropriate documentation and fees, or simply purchased the watch locally…
