I can see how the banks might not be happy about it, a lot of very rich people have a lot of shady businesses going, and that money needs to be kept somewhere. Once you start giving it away because it’s “the right thing to do”, you are discouraging these rich people from keeping money in your bank. However, since legit people don’t have to worry about anything, I fail to give a fuck about banks concerns in this case.

I know this sounds like the obvious thing to do, but it’s actually better to help Ukraine with new money. If you think about it, frozen Russian assets don’t cost anything to western economies, it’s just an accounting entry accumulating interest. If you give Ukraine fresh funds to buy military equipment and supplies in the west it has the exact same impact as releasing the Russian money to Ukraine, it doesn’t “cost us more” even though it might seem like it.
Keeping the Russian money frozen has advantages, mainly to reinforce the idea that the west’s rule of law is paramount and that other countries’ money is safe when deposited in the west. It can also be used as an incentive for regime change in Russia, to help them rebuild if they ever get their act together.
The main advantage of releasing the money to Ukraine is the political message that Ukraine isn’t taking money from the west but rather just taking Russian money, which is powerful, but if we can convince ourselves to give directly to Ukraine instead it has the same economic implications but other advantages. Lastly there’s the risk that a government in the west would eventually release the funds to Putin’s Russia, so giving it to Ukraine would prevent that, but I think it’s very unlikely, and if that happens we’ve definitely got bigger problems at that point.

Honest question: would it be better to use these funds for the Ukrainian State, or keep it frozen appreciating money, use the profits for the state, but keep the frozen assets available for the Russians as a carrot if they choose to end the war and leave?
While I’m sure the money would be useful for Ukraine, wouldn’t it be most useful as an incentive for the Russians to end the war? That is the goal right? If we take away every benefit Russia gets by having a normal relationship with Europe, permanently, they will never see the point of ending the war and will continue to double down.
It’s like with Nordstream. Putin eliminated the pipeline cause it represented the profitability of normal relations and encouraged a peaceful resolution. With it gone there is less reason for the oligarchs to want peace with Europe. Same with these assets.
