    Germany‘s point wasn’t Jews being incapable of committing genocide because of the Holocaust. That would be ridiculous.

    Germany called into question that Israel is intending to annihilate the Palestinian population – citing demographics. Essentially: the Palestinian population both in the West Bank and Gaza has been growing steadily for decades. And intend is the main cornerstone required for the accusation of committing genocide to stick. Otherwise you could also argue Russia is currently committing genocide in Ukraine based on the mere fact of it having started a war there.
