British intelligence has sent satellite images to the UN showing Russian ships possibly being loaded with weapons in a North Korean port

4. Are there any measures against this, that are being talked about? Like boarding the ships, and seizing the cargo if it is weapons? That would probably require a security council decision, is they any way around this?
