It seems anyone can make a request if they have a good enough reason. If its refusued, a complaint can be made to the Workplace Relations Commission.

I thought we could do this for years, and the employers now have a formal way of saying no and sticking to it.

If workers had _any_ bargaining power at all, those in places heavily suited to WFH would just refuse to work until it’s put in the contract.
If it’s not in your contract it’s going to be clawed back off of you.

Toothless legislation, “the right to ask nicely” Pointless.
For all the negativity for this legislation I believe that this has influenced one of the Global players in Ireland to reverse their decision for sending all the employees back to the office. Ireland is now the only office globally for this company that respects remote workers and is no longer going through the process to change contracts.

No, if the employer doesn’t give the reason, and refuses to, then you can. And as always with the WRC, you’d need to prove you exhausted the routes for this to be corrected.
You could always make a formal request, it remains to be seen if this legislation will make it more difficult for an employer to say no.
