The letter is a bill for their services.
They say they cant help you anymore and that you owe them money for their services
It sounds like they sent you a copy of some registration card of a soldier and some more information on 19.12.2023. They say they cannot tell you more than that. They also want you to pay a fee of 10 Euro to one of the two bank accounts (there are two IBANs, you need to use one of them) on the bottom of the first page. You will have to put “Kassenzeichen 115090277610” into the Verwendungszweck of your money transfer.
Basically whatever information you received on 19th December is all they got on your relative. Now they want you to pay 10€ to their account within 30 days after receiving the bill (IBAN on the bottom right) and you have to provide the Kassenzeichen for the transaction so they can identify what the money they received is for.
