I don’t really see an economic justification for an exemption.
Keep it mind fellow Europeans – never ever vote on hyprocrits who allows such things to go through. Don’t allow politics to exclude rich from bans on meat consumption, cars, travel etc. If they want to introduce such limits, everyone must be included.

Extremely high emitters of CO2 are exempted forcing everyone else to pay significantly more to cover it.
“Slipping through” is an odd way to say “are deliberately omitted to appease the wealth donor class which have bought the political establishment”
