While it’s cold for workers, it shouldn’t really affect anything.
It’s not ideal to plant trees in the winter, but it’s not necessary problematic.
If the tree is uprooted when it’s already hibernating and moved to a different spot – it will just keep in hibernation until spring in the new location.
This is only problematic if you move a tree from a WARM area (e.g. from a greenhouse) and plant it outside in freezing ground. Then you are just killing the tree.
Maybe they went: “well no one told us we couldn’t”
