I’d say he’s getting ready to smelt some metal. Looks like he’s creating a furnace. If that is what he’s doing, to be fair to him, he seems to be doing it in one of the safest ways I’ve seen people doing it. I could be wrong though.

Your neighbour may be training someone on fire safety/awareness, or recording it and then using it for training purposes.
This is a distraction whilst he breaks into your house using the front door
