Depends on what you call “working”. If they are imposed they already failed, because they did not deter Russia from invasion. If you call “working” causing the pain, it will work judging by distressed squeaking coming from Kremlin.
Clearly this is the only thing that deters despots around the world. Remember, Putin needs funds to feed his band of oligarchs.
Making a new sanctions need to remember that countersanctions will against Russian population. It’s a reason because sanctions should have immediate and non-reversable effect, else elite will on time to compensate it by growing taxes
So far, the “sanctions” have been pretend PR.
