Justice is rationed on a daily basis in the Courts because we’ve no prison space and no real alternative to it either.

Exposing yourself sounds like just having no clothes on in public or something, which isn’t inherently sexual, I’ve heard of stories (not sure if true) where people have been taking a piss on a street corner at night and been caught for exposure.
But in this example, he was having a full on wank whilst telling the child to come over to him, how is this not a more serious charge ? seems to me that the issue is what he was accused of moreso than the sentence itself.
