Fog is a quite common occurance there during winter, as the city is located in large valley enclosed and bordered by high mountains, as is the case with California’s Central Valley and the Po Valley in Northern Italy to an extent. Those large, flat valleys in the mountains are known as the depressions here, and due to temperature inversions they also tend to be the coldest places in the whole country every winter.
