Truth is, the Kremlin controls these groups and can turn them on and off like a switch.
No outfit like this could operate within the Russian federation for a month without Putin wanting them to exist. There’s been a deal made, implicit or otherwise they can do as a please as long as they don’t attack Russian or allied assets… And they will do the government’s bidding whenever they are called upon to do so
