This is not ‘blackface’ as the term is commonly understood and has been used in the past by Jimmy Kimmel and Justin Trudeau. These ‘characters’ are obviously designed to be cartoon-like with the make-up design that they are given.
This is another attempt to throw mud on Western societies, in this case Malta, by far leftists who are eager to make dishonest and ridiculous claims that we are racist, whether it be silly videos like this, cultural icons like Lord of the Rings, or historical figures.
The mental gymnastics required to equate a blue crash dummy to black people is praise worthy. He’s not representing any race or stereo type as one would with Blackface.

I’m not going to say that there isn’t racism in Malta, because there absolutely is. But this isn’t a case of that.
It’s not even blackface, blackface is done to mock black people with stereotypes. That’s not what is happening in this ad. It’s not even black, it’s like blueish-gray.
