This here is why I refuse to take anyone that likes to blame the United States for instability in places like this seriously and in good faith, it is a cop out from the reality that regional governments are going to push their agenda one way or the other and if they can shove a crazy horde of murderers into another country they are going to do it if it achieves their desired outcome.

Never fought against ISIS, so I cant say for sure. But I can tell you this: most of the taliban was tactically shit and lacking unit cohesion when I fought them. Al Qaeda were tactically sound psychos gleeful at the possibility of dying and killing 80 people in the process.
