I was looking for a train connection in Germany via the ÖBB App and since I have to go a bit more remote where the ÖBB app no longer works I looked at the same route via the DB App when I noticed the price there is sometimes less than 1/3 and also varies for the same route while ÖBB has a fixed price.

The prices on the german side are discounted tickets, which bind you to the exact connection you pick. There are more expensive option that give you more flexibility or other extras (e.g. tickets for local transit at either end). That’s why it sais “ab”, because what youvsee is the cheapest option. Without looking into the details I can’t tell you which tickets the ÖBB is selling, but most likely the flexible ticket.
