You mean the little traffic light below? They are sometimes put in places where it’s hard for the first car waiting at an intersection to see the normal traffic light.
These are just regular orange and red lights that only turn on when a tram is coming. Since you still have to yield to other traffic when no tram is coming there is no green light.
