Surprised that Labour’s amendment to change the motion to

Didn’t get wide cross-party support.
devolved migration powers is tricky, because it effectively creates a class of people who are explicitly 2nd-class citizens, that have the right to be in Scotland, but do not have the right to be in other parts of the UK.
