Simple, get rid of copal, install wind and solar.
I don’t know about the Gateway South and Gateway West transmission projects. But it seems like the TransWest Express project could seriously make a dent in Wyoming rates if they set it up to do so.
The whole point of TransWest Express is to sell wind power to Los Angeles in the evenings when LA needs the power and solar output is declining.
But SoCal has REALLY cheap solar power in the middle of the day. I’ve seen the news reports of prices going negative. Wyoming getting cheap daytime solar and LA getting relatively cheap evening wind power seems like a win for everyone. Except for maybe those in Wyoming that want to subsist on coal and coal alone simply because of employment.
