This looks like late 30s because that looks like uniform for Latvian army officer. During summer of 1940 the Russians came, told that “we come in peace, we are here so that you don’t attack us” and in the following year slaughtered a lot of people, especially officers of Latvian army, sent more to Siberia ([Litene](https://lv.wikipedia.org/wiki/1941._gada_j%C5%ABnija_notikumi_Liten%C4%93) and other events). Nobody walked around in that uniform anymore during 40s, at least no later than summer 1941. Kurzeme has that 2-storey house traditions where first is stone/brick and the upper one is wooden.
