Some deranged person filed a report with police about “undercover agents of drug dealers, pimps, terrorists and godless spindoc murderers in the shared flats” and asks you (and all neighbors) to add your information about them citing the file number in the letter because something something the evil government.

TLDR: Dear Ladies and Gentlemen, of you want to add more information please add case number xxxx as reference. Handwritten: basically rambling about please report all those godless drug dealing (insulting name for certain people) to the police, those drug hustling idiots on the corner etc etc. Some incoherent ranting by someone who’s probably upset about drug dealers in the neighborhood.

It’s not illegal, I think, I am not a lawyer, though. It’s basically someone asking you to report unlawful activities you’ve seen to the police. The person seems to be a bit deranged, though.
Also: Whoever wrote this is almost certainly a die-hard racist and spends a lot of time on Telegram channels (the kind of channel where they discuss how to get rid of the Jewish cabal, the NWO and other batshit nonsense.)
Something tells me they aren’t vaccinated against Covid either (the respective Venn diagram is basically two circles with a 100% overlap).
