For those who don’t know the English-Welsh border literally runs through part of what is a suburb of Chester. One side of the road is in Wales whilst the other is in England.
So a building or football ground can be partially in Wales and partially in England.
During one of the Welsh lockdowns there was a news story doing the rounds of one woman who lived in England who technically couldn’t travel anywhere as access to her road was solely via roads in Wales. Edit: English rules where she lived said she could travel, Welsh rules said she couldn’t.
There address is in England so that means English rules should apply to to the stadium.
