To my understanding this is a housing application document. My concern is that I’ve been living in this apartment for a year now and he just now told me that I have to fill this up.

  1. It’s not a housing application. It’s rent assistance application. 

  2. This is an application to the city administration to give you a social housing entitlement certificate, proving you qualify for social housing. Appartements build with state subsidies for social housing can legally often only be rented to people holding such a certificate and must legally have lower rents, because the landlord didn’t fully have to pay for building the house. This is part of the german social welfare system.

  3. This is to apply for a Wohnberechtigungsschein. It is required to rent a Sozialwohnung, an apartment that was funded with public money and can only be given to people below certain thresholds in terms of income or wealth.

    That’s why you have to fill this and prove your financial situation to the local government.

  4. Looks like your landlords messed up with an apartment meant for people entitled to a wohnberechtigungsschein without taking care that you are.

    You should contact the city office mentioned in the upper right to get the local requirements for a Wohnberechtigungsschein and look for a lawyer in Mietrecht in case you’re not 100% sure you qualify.

    Archive all documentation on the rental (immoscout-ad, all mails, the Selbstauskunft you might have filled). It’ll get important.

  5. Dont worry. Even if its a sozialwohnung its not ur fault your landlord didn‘t mention it. Call the city, ask if its a sozialwohnung, if yes apply for a wohnberechtigungsschein, if not u dont have to do shit. If you dont qualify for the wohnberechtigungsschein 1-3, the city will most likely do a „freistellung“ of the apartement and you will be allowed to live there. They wont evict you.
