It’s not abandoned, it’s just grass unkept. And probably in private property (in a commercial public access area, maybe). It’s a marked diesel pump, meaning it’s for industrial use, such as agriculture tractors. Our local farmers market as a few like those.

Gasóleo Verde (green diesel) is used exclusively for agricultural purposes (it’s cheaper because less taxes) and is often sold in Adegas Cooperativas (kind of like collective winery) and as such have way less use than regular gas stations making it look like they’re abandoned. This is could be one of those.
