So, I used to live with my ex in an apartment owned by his parents. The rental contract was solely in his name, and he covered all the expenses. Now, I’ve received a letter demanding that I pay half of the Nebenkosten . Meanwhile, I’ve been waiting for a response from the Job Center , as I can’t afford this expense without it significantly impacting my budget. Then, I received this second letter. I’m wondering if they have any legal grounds to enforce this demand, considering I was never included in the rental contract.

A rental contract doesn’t have to be in writing. Since you actually lived there it would probably not be hard to proof that there was a valid renting agreement. And since Nebenkosten are based on your usage it also makes sense for them to have you pay your share.
you can ask them if they can either let you pay in Ratenzahlung or at a later date.
Im pretty sure you have never received a letter from the 30.11.2024 so nothing to worry about!
