Many good options. Maybe Anadyr, most eastern town in Russia making it furthest possible away from hellholes like Paris. It has massive population of 15 000, but i feel like capital should be bustling metropolis. I would never go that close to that many people but sometimes we have to sacrifice others to save me. Its also unlikely to see American tourists.

Somewhere in north-west Austria because it’s the geographical center of the EU, Linz could be a nice candidate or we could biuld a city from scratch in that general area.
The biggest problem would be picking the language of this giant country.
English isn’t viable because a member state would get too much of an advantage and we also don’t want to turn into USA #2, plus France would never be ok with it.
Either Rome because SPQR or Aachen because HRE.
Nothing in Poland hopefuly, we have Warsaw already and that’s more than enough.
