I’m not sure I understand the problem.
If 350 GW’s wants to connect to a 170 GW peak system, entirely sourced from CAISO’s footprint, just build them that system. 765 kV infrastructure up the ass, DC ties, synchronize the WI and EI, who really gives a shit. Just give them a multi-Trillion dollar number to make them go away.
FERC Order 2023 doesn’t give me the incentive to design things that make sense. I’m incentivized to make things that work. Being that my company and our process were cited by FERC over 200 times in their 2023 Order means I’m right.
