Perhaps a slightly better approach would be for the gov or local authorities to provide a gift card, or the formula itself, from key hub locations identified based on demand?
Growing up, I was a kid who often did not eat due to lack of money or more accurately, my mum’s poor financial priorities.
Suffice to say, my mum’s money was blown on her habits before food and bills, and any extra money she received from family for us to eat often was also squandered.
I’m not saying this is always the case, but providing cash just opens the system up to abuse.
