Clean it up and wait for contact with the neighbours. Führen durch Vorbild.
Vielleicht die Müllcontainer auch in rumänisch beschriften.
Ask the city to place a trash container next to the recycling bins?
I guess just wait until someone does this and kick there ass /s . The Ordnungsamt can’t do a thing if they don’t find a address in the trash.

Look if an address or name is visible. Took a pic and call Ordnungsamt. Without a hint to rhe producer, forget it
Are there rules against filming people in public areas where you live? If not, maybe invest in a cheap “trail cam” which will provide you with evidence for your local government office for investigation. It may seem trivial, but we have enough garbage in our streams, lakes and canals!
Buy a rifle, wait and shoot them in the face. Horrible people.

Glue a notice / paper in the trash bin. Something like “in the case of trash incorrectly disposed, Ordnungsamt will be called.
my mom always confronts them when she seems them dumping the trash. if you scare them they’ll stop
Verstoß gegen das Abfallbeseitigungsgesetz. In der Größenordnung unbedingt Polizei oder Ordnungsamt einschalten.
