Not surprising due to our overinflated GDP
In Luxembourg, we don’t pay NATO. We charge NATO 100 million to hold 85% of the European war reserve material for them. Then we strong arm NATO to provide field hospitals and refrigerators during Covid…. Because we have all their war resources (and tyvek).
The 2% target is incredibly stupid and not a serious metric of defensive capabilities in any way. For Luxembourg it works even less because cross border workers massively inflate GDP while not equally translating to tax income.
