Instead of directing disappointment towards the USA, how about focusing on where the real problems are; EUROPE. Europe should be able to out produce Russia and equip Ukraine all by themselves. The dems could all vote to save him from being vacated .

Usually when a bill is proposed and has significant support, the Speaker will just…take it to a vote. When they do not, a discharge petition is the way to force a vote, it requires “50% + 1 member” to sign on (218 of 435 members), and in this case a bill exists — from the Senate. Or rather, a bill is likely to exist assuming the Senate continues to ignore Trump long enough to pass the one they are currently debating.
Prior to this there has not been a bill to try and “discharge” this way, but now that there is…this is the option. I do not trust Johnson to bring a bill at all, much less that one is in the works. He seems to be taking his marching orders from Marjorie Taylor Greene who has been very vocal about her intention to bring a “motion to vacate” (aka attempt to fire Johnson, as they did McCarthy) if he even brings a Ukraine aid bill to a vote — it doesn’t even have to pass, even if one were to vote and fail she is threatening an attempt to remove him. It is worth noting here that the Democratic party leadership has implied they would help Johnson keep his seat, though obviously in exchange for some sort of political currency. McCarthy had a chronic habit of negotiating in bad faith, which is why Dems did not help him keep his seat; at the moment that does not seem to be an issue for Johnson – policy differences aside he seems to making his negotiations and sticking to the agreements he’s offering. Johnson has also voiced opposition to the Senate bill because [checks notes] it lacks any provisions for border security, and says the Senate should have gone back to the drawing board on the combination border-foreign aid bill. Which was negotiated for four months by two hard-line Republicans and gave 95% of what House Republicans asked for and which had a chance of passing…until Trump said he wanted to campaign on the border issue and ordered the bill killed.

But I digress – a discharge petition would remove the “choice” from the Speaker by forcing a vote rather than it being something Johnson would choose to bring to the floor, and there is not much MTG, Chip Roy, Gaetz, etc could do about that except to scream on cable news.

Considerations: at the moment, the Israel part of any package is going to be contentious for reasons that are significantly more objective than the aid to Ukraine or Taiwan. Whatever right to self defense Israel has (and yes it’s a messy history),
* it does not extend to the fact that Netanyahu, the Knesset, and the high military command are flirting with genocide and other rather nasty things. The standalone Israel bill which just failed in the House did not include any considerations or limits for Israel, and did not include any humanitarian aide allowances/demands — and those exclusions are why it failed, not for what was included.
* There are also concerns that passing a single bill just for Israel would delay or prevent separate aid packages for both Ukraine and Taiwan, in other words the “brinksmanship” from the far right is quite obviously deteriorating trust in the rest of the government and some members requested an all-in-one rather than ongoing months of delays.
* For larger context for those less familiar, most of the American far-right is fervently religious in the big-E Evangelical Christian sense, and [skipping a lot of detail here] that very often includes a prophetic and/or apocalyptic Zionism which centers Israel…never mind, they don’t care about the existence of Israel for its own sake, they care about it because (in their mind) it plays a role in their theology and how they believe the world will end and how the book of Revelation will play out – and a zealously militant Israel entrenched in an apocalyptic war is something they feel is a religious duty on their part, not a humanitarian or self-defense matter. I am going out on a limb, but not very far, if I pose the hypothesis that this zeal is likely what shaped what was in that bill (and what was not) and, ultimately, why it failed.
* This apocalyptic approach of Israel against civilians (and not just Hamas), combined with the fact that they have been storing arms and munitions against this sort of event for decades, are the two reasons their situation is seeing a radically different political response than the Russia-Ukraine conflict.
* It is also notable that Ukraine’s ongoing discipline to fight information and military warfare rather than going tit-for-tat against Russian kindergartens is a big part of the ongoing political support…though obviously political support not paired with munition support is another topic, and it is critical you maintain your political fights in addition to the kinetic & informational war.

The Senate bill, so far, seems to be a bit more balanced at the moment though I’m sure a few Senators wish it were more militant (in Israel’s case) and what hints the House has given so far is that it would likely have more support than the standalone Israel bill just mentioned. It also, obviously, includes packages for both Ukraine and Taiwan.
So Republicans are done pretending they ever gave a shit long ago. This has to come to an end somehow.
What might break the deadlock is if the Israelis need more aid. If Hezbollah kicks off, that might do it.
