I have a Cable connection that connects to my router currently. I have a Vodafone connection. What does this mean? Will I have to dig up the roads and lay a cable myself??

So far whether you use it or not your landlord could include the cost of cable TV in your nebenkosten, this changes in in july. It doesn’t affect your internet (since you probably have a contract of your own already), just your cable TV. So if you use that you’ll have to do your own contract.
“Kabelanschluss” means TV. Previously the landlord provided you with TV as part of your utilities. Now due to a change of the law this changed and you need to make a contract with a cable provider yourself. If you do not watch TV or already use an IPTV subscription, you can ignore this letter.
