17. In the Russian Kommersant there was an article about an accident in
    a refinery in Nizhny Novgorod. There it was just a technical failure,
    but due to the sanctions the repair will take some months.
    So Ukraine doesn’t need to care for every piece of the Russian oil infrastructure…
