By the early 1800’s, Napoleon established the Confederation of the Rhine. There was a real fear in the 1800’s that German culture would disappear forever in favor of French culture.
The Brothers Grimm collected all those stories as a way to preserve German culture and in doing so, they created the German identity uniting 200 principalities. So it wasn’t Bismarck or Wilhelm, it was the Brothers Grimm.
The German Nation is much older. Otherwise, the Holy Roman Empire’s title addition “of the German Nation” (*Sacrum Imperium Romanum Nationis Germanicae*, [source](https://en.wikipedia.org/wiki/Holy_Roman_Empire#Name)), added in the Diet of Cologne in 1512, would not make much sense.
However, today in 1871, the unified German Empire with its emperor William I. was proclaimed.
