Why not both?
A report suggesting governments should be taking responsibility for saving their own citizens lives being called “quite radical” has to be a grim joke, surely.
It is a fact that our governments will abandon us as the climate crisis intensifies unless they are cowed within the next 5 years. We have an abundance of changes that need to happen rapidly, unless change is forced none of them are going to happen.
It’s also wild to see worldwide that governments are completely incapable of exerting influence and power at a national level.
