Seems to have originated from the German Labour Front, an organization the Nazis established to supplant independent trade unions.
Inscription says “Property of the German Labour Front (Deutsche Arbeitsfront)”, [the national labour organization of the Nazi Party, which replaced the various independent trade unions in Germany during the Third Reich](https://en.wikipedia.org/wiki/German_Labour_Front). Or better said, it was property – the Allies confiscated Nazi property when they banned their organisation.
“Eigentum der Deutschen Arbeitsfront” Property of the German Labour Front. This was a Nazi Organisation which was used to build the civil infrastructure in Germany. The people there were provided food, clothing and lodging. In order to prevent theft or embezzlement of these things, they was marked with these imprints.
Fun fact, the very earliest versions of the VW logo used that same cog wheel motif around the edge.
