I don’t think Greece and Cyprus have much of a choice. Rafael deal wasn’t a planes purchase one.
Greece and Cyprus get daily war threats by turkey. Why would they pay to get threatened? Plus France and Greece have nato munitions factories that with this funding can start supporting the NATO plans and Frances Greece and Italy’s plans for an eu army.
No one blocked the ammunition support for Ukraine. These will simply be given by eu countries.
Not countries that will have no issue to attack nato eu countries together with Putin.

As clearly expressed here in many comments, Greeks dont see Putin as a bad person. Russians are their orthodox brothers, they would happily accept Russian domination over Eastern Europe if Russia help them against Turkey. This is why Europe as a group can’t do shit against Russia. France has been a very selfish country in the history, also rightfully thinks that they can defend themselves from Russians. So only Germany and UK left..

What is annoying is when the weapons are inevitably sold to African/Pakistani/Central Asian countries, same countries will complain about how Turkey is selling outside of NATO countries. Its fine if you dont want to buy, but then dont complain its sold to someone else.
