Is this true? Is there really no way to go back to having glass bottles in Malta?

I’m not too familiar with the economic requirements of the EU – is there no way for Malta to necessitate the sale of glass bottles? What’s weird to me is that plastic straws aren’t used anymore despite being better to use – so couldn’t something similar be done with glass bottles which actually **are** the better choice?
This is not political, so not directed at the PN – but the GM of the time (they are the same, but I am criticizing the Govt not the party) – IMHO when we applied for the EU, it was done in a way that whoever applied, (ie Eddie and all the people who worked on the application ) was more interested in meeting deadlines and making his name part of our history, that negotiations where a bit “yes sir” from our side – our negotiators could have probably got us better terms, had they stood firm on certain agendas. – and we could have become part a year later but as with everything, it was part of a political agenda and they couldn’t risk the other party either dismantling their work, or else, taking the glory for themselves.
The famous saying, il-qattusa ghaggelija, frieh ghomja taghmel, is perfect for this scenario.
Another famous saying fits your argument: Wara kulhadd gharef. Imagine potentially losing EU accession over glass bottles
