Based on this page, it seems that it’s easiest if the seller makes a notification of transfer for me. After that we need to make a sales deed. On my end, I just need to accept the the transfer from Trafficom’s website and then buy insurance. Is that all?
At what point do I pay? Should I only pay via bank or Pivo/MobilePay? Does the seller gets taxed on the price? Do I include the price in the sales deed? Do I need anyone with me throughout the process to observe?
Is there some place where they do this whole process for a service fee?

You need to buy insurance first and then ask seller to give varmenne-code in the same time when you pay for the car.
You have 7 days to get insurance and register the car into your own name.
Pay when you’re sure about buying the car. Payment method is person preference but mobilepay has a 2k daily cap. No sales tax you need to worry about nor fill in any details other than the mandatory ones. (Keep in mind yearly road tax must not have any outstanding dues, otherwise it’s illegal to drive.) No need for a witness.
You can always go through a car dealership and pay probably a pretty sum for what you’d easily do in 5min.
Otherwise just follow the instructions on traficoms website. Check the VIN too.
