Looks like water supply entrence from pipes. I think yo can connect it to your sink or shower
Looks like a overpressure flow over, that was halfway disassembled. The closed valves would have a pipe go over the funnels. One for hot and one for cold. Maybe it was not needed anymore or someone singlehandedly modified this without permission.
