OCAM/OCAD does nothing but monitor and report on threat levels. That’s it. They can’t take any action except for aggregating and analysing intelligence from other intelligence/police/government agencies and evaluating the threat based on this intelligence.
Taking physical measures to protect public safety falls under the Crisis Center of the Federal Govt.
Actions to investigate possible Russian involvement lies with VSSE and ADIV/SGRS. If criminal acts are established, the Federal Judicial Police and Federal Prosecutor take over the investigation.
It is actually funny. They are played around like little puppets.
