I don’t think “known to” actually means that much most of the time.
It could mean he was being watched 24/7 by a team of 50 as they thought he was about to do something. Equally if could be he was in the same bar as someone they were watching and were monitoring for any more coincidences.
It doesn’t mean he was a know threat and actively monitored.
The UK spends too much time on mass surveillance than actually monitoring people at risk.
I don’t know if anyone was aware, but he was British.

Most of those behind terrorist attacks in the West were on watchlists, from the groups behind the Charlie Hebdo, Bataclan, and Nice attacks to the Brussels airport bombings to the Berlin truck attack to the Lindt Cafe hostage taking to the Manchester Arena bombing.
If they weren’t on a watchlist, they had some serious criminal history, anything from assault, attempted murder, sexual assault, or terrorism.
