The buildings across the road from Crossharbour look like they could be those ones, and the Island Health building looks new enough to be the pictured construction site.
This was taken in East London on the Isle of Dogs, on the site where the Asda Superstore is just off the East Ferry Road. It looks very different nowadays but that low rise block of flats behind the building site is still there.

[P14](https://londonbuses.co.uk/maps/_1992/p14-1992.jpeg) doesn’t exist any more but it only overlapped with the [D6](https://londonbuses.co.uk/maps/_2016-maps/d6-2016.jpg) in the Isle of Dogs, so somewhere near Crossharbour station.
