We’re gonna be getting a lot of sex tourism now, aren’t we?
So we have specific laws against sex and exposure with the intention and without the intention of getting seen. So if it has nothing to do with getting an audience and “enough” thought has been done to prevent someone that should not or don’t want to se this has been done, then the most that will happen is that this gets verified. Lots of the laws that may apply here is more about preventing sex work, exposure to kids or teens, and harassment (or other harm) thought self exposure. There are definitely more welcoming nations when it comes to sex in public. (I am not a legal expert, and most of what I answer with is based on my interpretation of information from lovdata.no, which is most likely not a perfect interpretation of the laws)

The celebration of finishing high school in Norway is called “Russefeiring”, and one of the things we do is completing tasks to get a prize to hang in our graduation cap. A couple of those tasks are about sex in public, one is ” have sex outdoors” and one has to be completed in a tree.
