I’m in Austria and wenn ever I wet to a restaurant I see this and I wonder what it could be useful or if it is just for decoration. It’s on a chimney and it look like pot put in the wall.
Sorry I didn’t explain it in German since mine is not that great.

Das ist ein Kachelofen. There is a fireplace somewhere that is connected to this construct so that it heats up. Like an old fashioned radiator.
Edit: These small inlets are to store / dry things like wet socks or scarfs

Sorry, i couldn’t let it bee, but seriously, it looks like a tiled stove with smooth surface, the dark ceramic tiles are there to concentrate the heat output on this spots, but im not entirely sure, cause i see no chimney there, im just guessing. But its not unusual for restaurants to leave such things as decoration.
Those idents are tiles and have better thermal properties than the stove itself. They will store the heat longer than the plaster around.
