More defense cooperation, standardisation of equipment, and greater harmonisation of foreign policy would be a great start.
Believe me, nothing will change. I’ve read these kind of speeches for over 10 years now. And what has changed in the last 10 years? The EU is not even invited to a meeting between two great powers on its own continent. Nothing will change. In 10 years you’ll hear another politician repeating the same words, dreams, whatever.
Europe is already in a security pact , reduced to the role of an american poodle. That’s not going to change anytime soon.
I think we should instead be strengthening our border control and protection (EU’s Frontex) and abolish national armies. Building a communal military implies having power to go beyond our borders and potentially use deadly force. I’m a pacifist though so I might be biased in this regard.

This would have to happen in order for the EU to consolidate and remove US.
1. Enforced permanent EU bases on the Eastern flank. Poland, Baltics, Romania vs Russia
2. French would have to extend the nuclear umbrella to the whole of EU. Otherwise we need the US nukes in Germany
3. Assurances for Greece to make sure Tukiye fucks off. Also permanent bases and fleet.
This alone is unrealistic. And there is many more points of contention.
NATO already fulfills that role. EU simply isn’t as central and as important as people like Macron would want it to be, and that’s fine. EU has it’s uses, but it increasingly looks like most European countries prefer a more limited EU, and would rather manage international collaboration through more task-oriented organizations.
