It’s kind of a known / assumed thing that Cohen does drugs but the point here is that it’s in the workplace and results in preferential treatment? It never seems like actual law enforcement is the outcome like a drug bust but just some shaming on a known / socially accepted thing?

He has no self awareness and no a clue of how nasty he really is.
